This file is compressed in "ZIP" format -- there are lots of free "un-zip" programs on the internet if you don't already have one.
After you unzip it, you will have file an SPSS "portable" (or "export") file. It should run on any standard SPSS system, including both PCs and mainframes.
Many other standard statistical programs can import files of this type. There are also programs to convert it to a wide variety of other systems; we ourselves like Stat/Transfer for that.
As a check to be sure all is OK, compare your frequencies with those in the codebook.
